Congress has decided that military facilities must get 25 percent of their energy from renewable sources by 2025. To meet that requirement, also by 2025, the department wants to be able to generate 3 gigawatts of renewable power every year. (A nuclear power plant operating at peak capacity produces about 1 gigawatt.)
